We should document how the repository is organized, how to build the project and how to contribute, including:
 * Requirements (e.g. go version - 1.10 - dep and operator sdk tools)
 * How to setup the environment (e.g. gopath)
 * How to build (e.g. various make options)
 * How to test built artifacts (e.g. how to run the operator locally)
 * General contribution guide
