[I] Add wait-for-build to Kamel CLI [camel-k]

### Requirement
It would be useful to be able to build integrations with `--dont-run-after-build` and have the `kamel` CLI wait for the integration to be built before returning, similar to how `--wait` works.

I updated the PR to use `--wait` with a different phase target if `--dont-run-after-build` is passed as this seems to make more sense.
This avoids the odd scenario that a user passes `--dont-run-after-build` and `--wait` and gets stuck (granted, this is only if they don't read the `--help`).
