Changes in the JIRA notifications

For your reference
    https://issues.apache.org/jira/browse/INFRA-9330

as has been discussed earlier. Now only CREATE notifications will be going to
dev@ and all consequent ones are directed to issues@ 

make sure you're subscribed to the latter if you want to continue getting the
updates.
