Well, http://wiki.apache.org/spamassassin/RulesProjectPlan contains the
current state of the rules subproject plan.  The situation is:

- - we got 3.1.0 out, which was the first step; I didn't want to see the
  rules proj blocking our release of that, which would be putting the cart
  before the horse.

- - we're ready to create the sandboxes, and reorg the existing rules dir in
  SVN trunk.

- - However, there's been a deafening silence from most of the PMC and
  committer groups on several important votes recently, which is bad.

  I don't want to go making large changes without people's agreement, so
  I've been delaying doing any of the rules project work until you guys
  wake up again.
