Creating an Apache Projects DOAP file

I've taken the liberty of creating a DOAP file for Axis2

http://svn.apache.org/repos/asf/webservices/axis2/trunk/java/xdocs/doap_Axis2.rdf

Its probably incorrect and incomplete, but its a start, so feel free
to improve it.

Why? see projects.apache.org

I've also added the file to the list at projects so I expect in good
time that we will show up there.
