First of all, Congratulations to Apache Xerces-C development team!
Well,

I'm afraid that you (we) can not use mirror sites from here.
Instead,
http://xml.apache.org/xerces-c/download.cgi
might be preferable.
I recommend you to edit ".htaccess" file
so that download.html can be redirected to
download.cgi, in my humble opinion.
