Document the release API created in [#4060]. Chris Tsai and Rich Bowen are willing to help, proofread, etc. Once the documentation is through it's initial drafts, publicize it in IRC and get additional feedback from project admins. Finally, create a blog post (may be a separate ticket) about the API.
