Similar to the HFile tool, we need to have a HBase table level tool to handle the following tasks:
1. Balance table level regions among all the region servers in the cluster. There need to be different balancing algorithms available for cherry picking.
2. Create tables with the proper settings
3. Alter existing tables
4. Compact existing tables, regardless of minor or major
5. Erases existing tables

Marking as won't fix - this is handled by HBaseAdmin and the shell currently.
