further fixing

ok, here's the big change.   This one adds a new Timeout class to portably and
cleanly encapsulate SIGALRM/POSIX messiness throughout the code; capture and
inhibit a spurious "select returned -1" error when spamd children exit; fix an
incorrect comment about write retries in SpamdPreforkScaling.

it's in trunk as r373962.
