OK, it turns out that this is by design, see
www/Coordinates.js
var Coordinates = function(lat, lng, alt, acc, head, vel, altacc) {
    this.heading = (head !== undefined ? head : null);
    this.speed = (vel !== undefined ? vel : null);
    if (this.speed === 0 || this.speed === null) {
        this.heading = NaN;
    }

Mobile Spec should be adjusted to indicate that "NaN" is expected if you aren't moving.
