Please followup with tomcat-user - it is most likely a configuration issue. I
was able to create a webapp path with this name:

my_extremely_long_path_name_to_see_how_many_characters_I_can_make_a_webapp_name_to_test_bug_report_21342_to_see_if_it_is_valid_I_wonder_if_it_will_work
