Release MyFaces 2.3-next-M2

Hi,

if there are no objections, will do the M2 this week.
There only some minor bugfixes. The biggest improvement is update to
Quarkus 1.3.1 and also support native image generation.

My plans for MyFaces this year are:
- Finish 3.0 when all required API/IMPLs are available, currently we only
switched to jakarta.faces but without touching the imports like
javax.servlet
- After 3.0 i will move 2.3-next to 3.0-next and also change all javax.* to
jakarta.*
