[RESULTS] [VOTE] Release Apache MXNet (incubating) version 2.0.0.beta1.rc0

Dear MXNet community, 

I'm happy to announce the results of the vote [1]. 

This vote fails due to lack of participation during the time frame January 21st, 2022 1:20 AM (UTC) to January 24th, 2022 1:20 AM (UTC). (Although we still got 3 votes including 2 binding votes after the closing date)

I will open another voting thread in favor of version 2.0.0.beta1.
