[VOTE] Graduate Apache Kylin from the Apache Incubator

The Apache Kylin community and project made significant advances during the
incubating (from Nov 2014) and
believes it is ready to graduate as a top-level project.

The Apache Kylin is very active. The PPMC doubled in size (added 6
committers and 2 mentors) and
 increased diversity in the past year. Released 3 version in the past 6
months. There were presentations about Apache Kylin
at most of the big conferences of the world (including Strata+Hadoop World
London, Hadoop Summit San Jose,
ApacheCon EU, Big Data Technology China, Database Technology Conference
China) and some meetups (Bay Area,
Beijing and one is coming in this weekend in Shanghai), and many talks
around the world.
The dev mailing list is growing very month, about 500+ topics per month
now.
The community created 1000+ JIRA tickets, many patches from
contributors/committers have been merged into code base.

A vote passed unanimously on the dev@ list (27 +1 votes). Please find below
references to the graduation preparation artifacts:

We believe Apache Kylin is ready to become a top-level project and if the
IPMC agree we will move to a formal vote.
There are a few more items to be updated on the project status page and
others during the next couple of days.

Apache Kylin top-level project resolution:
===============================

       WHEREAS, the Board of Directors deems it to be in the best
       interests of the Foundation and consistent with the
       Foundation's purpose to establish a Project Management
       Committee charged with the creation and maintenance of
       open-source software, for distribution at no charge to the
       public, relative to distributed and scalable OLAP engine

       NOW, THEREFORE, BE IT RESOLVED, that a Project Management
       Committee (PMC), to be known as the "Apache Kylin Project",
       be and hereby is established pursuant to Bylaws of the
       Foundation; and be it further

       RESOLVED, that the Apache Kylin Project be and hereby is
       responsible for the creation and maintenance of open-source
       software related to distributed and scalable OLAP engine;
       and be it further

       RESOLVED, that the office of "Vice President, Kylin" be and
       hereby is created, the person holding such office to serve at
       the direction of the Board of Directors as the chair of the
       Apache Kylin Project, and to have primary responsibility for
       management of the projects within the scope of responsibility
       of the Apache Kylin Project; and be it further

       RESOLVED, that the persons listed immediately below be and
       hereby are appointed to serve as the initial members of the
       Apache Kylin Project:

        * Jason Zhong <zhongjian at apache dot org>
        * Julian Hyde <jhyde at apache dot org>
        * Luke Han <lukehan at apache dot org>
        * Henry Saputra <hsaputra at apache dot org>

        * Hua Huang <hhuang at apache dot org>
        * Owen O'Malley <omalley at apache dot org>
        * P. Taylor Goetz <ptgoetz at apache dot org>

       NOW, THEREFORE, BE IT FURTHER RESOLVED, that Luke Han
       be appointed to the office of Vice President,Apache Kylin, to serve
       in accordance with and subject to the direction of the Board of
       Directors and the Bylaws of the Foundation until death,
       resignation, retirement, removal or disqualification, or until
       a successor is appointed; and be it further

       RESOLVED, that the initial Apache Kylin Project be and hereby
       is tasked with the creation of a set of bylaws intended to
       encourage open development and increased participation in the
       Kylin Project; and be it further

       RESOLVED, that the initial Apache Kylin Project be and hereby
       is tasked with the migration and rationalization of the Apache
       Incubator Kylin podling; and be it further

       RESOLVED, that all responsibility pertaining to the Apache
       Incubator Kylin podling encumbered upon the Apache Incubator
       PMC are hereafter discharged.

only one date need double confirm.
    Due to performance issue of incubate website publish (can't perform

-1 for now, http://incubator.apache.org/projects/kylin.html does not
include the required information in the "copyright" and "Verify
distribution rights" sections.

Those sections need at least the dates on which the corresponding
items were checked, and if code was donated it's good to refer to the
corresponding software grants.

HI Ted,

I apologize for the confusing message, I was typing it with mobile device.

I was trying to figure out whether an SGA is needed when the initial
code coming as part of incubator code dump with ASF license.
I.E: when a project entering incubator and the original code is
donated from eBay into ASF git which already come with ASF license.

As I remember SGA is needed not for new projects but for new
contributions from organizations after initial code submission was
made.
I just want to make sure my understanding is correct.

I had a look under private/documents/grants/ and I don't see any grant
with "ebay" or "kylin" in its filename - it might have been filed
under a different name of course.
