Attached a patch for localhost validation. I did not apply the changes as Commons validator have snapshot version. I added validation test method if someone need to add particular validation in future.

Thanks Jasha to pointing out i need not clicked grant button. I never noticed that. i will resubmit the patch. I was almost aware of the fact that we can't use the snapshot so i did not commit to the trunk and submitted a patch as if someone wants the change. I will email on the commons validator dev about their plans.

That button is very easy to overlook :( If someone allows the patch for inclusion you can see the feather logo between the file icon and the file name.

Unfortunately we cannot release with a SNAPSHOT dependency. We can ask on the commons mailinglist if there are plans to release validator 1.4 soon (there was a beta1 last summer but no follow up). Otherwise we either have to find an alternative validator or change our demo gadgets from localhost to 127.0.0.1.
Something different: we cannot legally use your patch because you haven't clicked the radio button "Grant license to ASF for inclusion in ASF works (as per the Apache License ยง5)" when attaching the patch

This is the known issue with Commons Validator https://issues.apache.org/jira/browse/VALIDATOR-248. Issue is fixed in 1.4.0-SNAPSHOT. Is it fine to update to snapshot version or wait for the release?
