Actually, you mix:
- Karaf internal WebConsole: it's a standard optional feature available in Karaf, using Felix WebConsole.
- Apache Karaf WebConsole sub-project is more generic project. The purpose is to propose foundation to host plugins for Camel, ActiveMQ, etc (it looks like hawt.io or Apache Sirona).

The Karaf internal WebConsole is documented here:
http://karaf.apache.org/manual/latest/users-guide/webconsole.html

The documentation is up to date and correct.

Unfortunately, the Apache Karaf WebConsole (the primary purpose is to replace the "internal" WebConsole) is not so active and has not been tested on Karaf 3.0.0. No release is available yet.
