build layout

I'm thinking of adding the following dirs to httpd-proxy:

module-1.0 - for the 1.3.x stuff
stable - releases, updates, /dist on apache.org, etc.
development - the latest/special stuff (inc. release candidates)

and

stable/apache_1.3.19
stable/apache_1.3.20-dev
stable/httpd-2_0_18-beta
development/apache_1.3.20-dev
development/httpd-2_0_18-beta

basically a /stable and a /development per release for staging.

and some quick scripts to stage an httpd source distrib out of these. 
1.3 or 2.0. Sound reasonable?
