Currently, when "job.config.rewriters" is not specified, then configs are not rewritten.
However, if it is specified as the empty string, then it will try to load properties (e.g. ConfigRewriter class) using the empty string as the name. This will result in an error being thrown during the config rewriting phase since there is no config rewriter class. Instead, there should just be a no-op when "job.config.rewriters" is the empty string.
