What exactly does this mean?

In the README file of the examples that ships with Xerces SOAP, it says:
"To install this service on an Apache-SOAP Listener, you need to maek the
(name of package) available on the Apache-SOAP listener's classpath..."

What is this Apache-SOAP listener referring to?
Where do I add this class?  Which file do I modify? I'm running Apache
Tomcat 3.2.1.

Thanks for any help and suggestions... I've been spending a good part of the
last 3 days trying to get this thing running.
