I tried to build the documentation locally before fixing a few issues, but I failed. I did not find docs on building the docs, but it looks like `tox -e docs` is the way to go. Unfortunately, it fails with the following warning (treated as an error):

`/libcloud/docs/apidocs/modules.rst:: WARNING: document isn't included in any toctree`

Removing `-W` allows to build the docs. (But it results in a number of changes to commited files.)

What is the proper fix?
