Regarding "More Reading and links" section of the rat-master-summary.html page:
1) Libcloud link is broken. It graduated from incubator and is now at
http://svn.apache.org/repos/asf/libcloud/trunk/.ratignore
2) Maybe add a link back to http://incubator.apache.org/rat/

It is odd that rat-exclude files do not have license at the top. Using '#' here must be bad - I'll try to use whitespaces at the start of the lines.
