manasaveloori reopened CLOUDSTACK-5557:

With the Fix Even the main configuration tab under 
Network->VPC from Dropdown->VPC configuration->Public Ip->configuration tab is missing.
With this we cannot configure any PF/LB rules under VPC network.

Remove the unnecessary  configuration items for VPC networks under networks tab->Guest network->(the tier network)
