[lang] Info about version 3

Hi Guys,

I'm Santhosh Kumar (living and working in US Pacific) and I would like to get involved with lang development. Even though I'm not new to java development but new to contributing to Open Source systems. So please bear with me if I ask anything stupid and any guidance is appreciated.

Having introduced myself, I would like to know where are we with lang 3.0 and how do I find out what are the targeted changes?
