[ASTERIXDB-3797][COMP] Improve the CBO cost model
- user model changes: no
- storage format changes: no
- interface changes: no
Details: Operator costs now account for CPU, I/O, network transfer, and
materialization instead of cardinality alone. A JoinNode realizability check
that discarded a fully hinted plan is fixed, and plan fixtures are regenerated
to match the new costs.
