HttpResponse.Redirect() - Address Resolution

Folks how does HttpResponse.redirect() call assemble and resolve the 
address when the JSP call is made using a partial URL?

I have a locally resolved domain and pointed an external person to the site 
via IP address. However whenever this person ( who doesn't use my dns 
server ) encounters a redirect via JSP the redirect fails "server not found".
