*Preconditions:*

1. Edge is created on GCP

 

*Steps to reproduce:*

1. Create two notebooks the same template simultaneously

 

*Actual result:*
 # One of notebook creation is failed
 # The second notwbook creation is successful
 # Images is deleted (rollback works)

*Expected result:*

1. The first ** notebook is successful created

2. The second ** notebook is successful created

3. Image is created during the first notebook creation
