New API Design meeting time

The Traffic Ops working group meetings to discuss the ongoing design of API
version 3.x will continue starting tomorrow at a new time: 16:15 MST (9:15
MST).

The reason for this change is an attempt to accommodate community members
with an interest in the discussion but without the ability to attend our
regular times or the later time we tried out that one time.

I know this is short notice for tomorrow's meeting, but rest assured the
plan is mainly to just go over the design document (compiled version
available in Slack) so far, as we anticipate several new attendees who had
been unable to make it in the past.

From now on, this meeting will be held at this time (which will likely
update with daylight savings) every Tuesday.

The meeting will still take place via the normal Google Hangout for now,
though that may change if it proves unwieldy for the new setting.
