FallbackSourceFactory

Hi Lenya devs,

the functionality of the fallback module is now implemented
in the fallback source factory. This means a fallback-enabled
resource can be accessed using

    <map:generate src="fallback://content/foo.xml"/>

One major advantage is that XSLTs can be imported directly
without additional sitemap constructs:

    <xsl:import href="fallback://xslt/page2xhtml.xsl"/>
