This is reproducible locally and appears to be due to license headers added in https://reviews.apache.org/r/22976/. Removing one from groupSummary.html shows up the config bar but the data is still blocked:

Error: [$compile:tplrt] Template for directive 'configSummary' must have exactly one root element. /configSummary.html
{noformat}

Need to either drop license headers from all html files or revert 6df1d020d3e2df64f793cff8303d815226c9445d until a working header approach is found.
