[cache] Common abstraction layer

Hi, I have implemented what could be the basis for a common abstraction 
layer for cache implementations as discussed previously :

The structure of this implementation is similar to commons-logging. The 
CacheFactory class has been adapted from the LogFactory class.

I'm attaching a slightly improved version, the package has been renamed 
to org.apache.commons.caching to avoid collision with the current cache 
component in the sandbox, support for Open Symphony Cache has been added 
and the cache implementations are now fully tested.
