Your TLD is broken.

1. It declares a JSP version of 1.1 - EL is not available in that JSP version.
2. It uses the <tag-file> element which is also not available in the JSP
version.

There is no Tomcat bug here. The bug is in your web-app and you are seeing it
because Tomcat has tightened up on the processing of TLD files to ensure
compliance with the JSP specifications.
