[PR] refactor!: refine RetryLayer type signature [opendal]

tisonkun opened a new pull request, #5905:

   1. Previously, we write `impl RetryLayer` that only implements for the default `RetryLayer<DefaultRetryInterceptor>`. So you cannot write `RetryLayer::new(..).with_notify(..).with_jitter(..)`.
   2. We can implement RetryInterceptor for all `FnMut(&Error, Duration) + Send + Sync + 'static` for convenient.
