namespace declaration

Hi,

Sorry if this is a common question, I searched the archive and although I
found a few people asking the same question, it never seems to get answered
(as far as I can tell). Basically, I want to know if it's possible (and how)
to tell Axis that you want the namespace prefix to be  declared in the root
element,  rather than on individual elements.
I'm using Axis 1.4

Is there a way to configure this behaviour?
