M-Bus is popular european metering standard which permits communication over two primarily distinct layers - cable and radio.  Cable layer is specific to this standard and requires dedicated hardware adapter. Usually cable transmission is done over RS232 adapters.
Radio layer uses sub-gigahertz frequency. Both layers use same encoding of data part but different headers and "mac" layers.
M-Bus is very popular in metering and billing of water and heat in multi-family buildings as well as in manufacturing scenarios where it offers an easy to go alternative to PLCs and Modbus/pulse based meters.

Scope of this task is initial support for M-Bus payloads. Implementation of Java driver is an optional step.
