See notes/svndiff. It describes the format of the binary deltas and how
to produce target data given plaintext source + delta. (It doesn't
describe how to _produce_ the deltas).

The svndiff format stands on its own feet and has uses outside of
dumpstreams. I don't see a problem with having the dumpstream
format docs include the svndiff format docs by reference.
I also don't see an upside to merging the two documents.
