In your code yes. You are including a page then issueing a redirect. This might
be OK if the included page does not fill the buffers and the request is not
committed. In this case, the request is committed and you are trying to perform
a redirect is illegal.

Please followup with any repsonse to tomcat-user list since this is not a bug
but a debugging issue.
