- [X] I had searched in the [issues](https://github.com/apache/dolphinscheduler/issues?q=is%3Aissue) and found no similar feature requirement.
### Description
* Currently, there are no guidelines on English doc writing in DolphinScheduler for contributors to refer to. During PR review, we could see tons of minor errors in doc writing such as inconsistency in using letter case, verb tense, space, etc.
* With a brief guidelines and some typical examples, it will be more convenient for contributors to write English docs and for maintainers to review the related PRs.
