"maven rebuild" is broken

Cleans and then dies building clustering with

BUILD FAILED
File...... file:/D:/apache/incubator-geronimo/
Element... maven:reactor
Line...... 134
Column.... 27
Unable to obtain goal [default] -- 
file:/D:/apache/incubator-geronimo/modules/clustering/:29:41: 
<attainGoal> No goal [jar:install]

but rebuild from the clustering module or with -Dmodules=clustering works.

Any idea why, anyone?
