Adobe FrameMaker license for Apache JDO

Hi,

Does anyone know of a process by which a small number of DB JDO  
developers could get licenses for Adobe FrameMaker? The specification  
is written as .fm files (in our source repository) and what we publish  
for end users is a .pdf file.
