new release id 10.11.1.2 marks the head of the 10.11 branch

I have created a new 10.11.1.2 release id to mark the head of the 10.11 
branch. You are welcome to backport bug fixes from trunk to the 10.11 
branch. Please mark them with the 10.11.1.2 release id.

If we need to create another 10.11.1 release candidate, I will merge the 
10.11.1.1 release id into 10.11.1.2.
