   ### Description:
   Kerberos tests are currently flaky because the mit keyring server is often unavailable. Changing keyring servers to the ubuntu one.
   Adding variable which sets locale in order to satisfy new requirements by pants.
   
   
   
   ### Testing Done:
   End to end
