trouble with double-byte-character language

Can someone please help:
I wrote an app that it is not running well in Tomcat
4.1.24. Here is what�s happening when I run this app
in any double-byte character language, e.g. Chinese: 

I enter a name in a textfield (JSP - using Chinese
chars) and when the I press the "go" button I want to
set a hidden field to this entered Chinese value.
Later I want to use the hidden-value, but when I read
it, it appears in some weird chars including "?" and
other non-Chinese chars. This only happens in Tomcat.
What can the problem be? Please help???
