   `new MockStateBackend(true)` is still used by `UnalignedCheckpointFailureHandlingITCase` while other tests use `false`
   (this is because `UnalignedCheckpointFailureHandlingITCase` actually sends the snapshot to JM which won't serialize mock state handle).
