Improve robustness regarding sporadic connection timeouts

The UT failures on the grid and my own testing with the URL {{http://maven.apache.org/plugins/maven-javadoc-plugin/apidocs/package-list}} show that servers sporadically don't answer within a reasonable time, making the plugin consider a link invalid although the server is actually up. Two of those timeouts in succession appear much more unlikely so simply retrying would improve the success rate.
