Work Description: Ported the functionality from the old rcmes folder and dropped it into the ocw. Wrote a bunch of tests and cleaned up the code a bit.
Wired it all up to the dataset_processor module and ran my unit tests as well as run through a CORDEX Africa model evaluation to make sure the rcmes side of things is still functional.
