[jira] [Work logged] (CLIMATE-235) Migrate Temporal Binning Functionality to dataset_processor module

     [ https://issues.apache.org/jira/browse/CLIMATE-235?focusedWorklogId=14734&page=com.atlassian.jira.plugin.system.issuetabpanels:worklog-tabpanel#worklog-14734 ]

Cameron Goodale logged work on CLIMATE-235:
-------------------------------------------

                Author: Cameron Goodale
            Created on: 08/Aug/13 14:39
            Start Date: 08/Aug/13 14:37
    Worklog Time Spent: 6h
Work Description: Ported the functionality from the old rcmes folder and dropped it into the ocw. Wrote a bunch of tests and cleaned up the code a bit.

Wired it all up to the dataset_processor module and ran my unit tests as well as run through a CORDEX Africa model evaluation to make sure the rcmes side of things is still functional.

> The current plan is to port calc_average_on_new_time_unit_K() function from rcmes.toolkit.process and drop it into ocw.dataset_processor as a private function.
> Once this function has been integrated into the dataset_processor.temporal_rebin() public function, tested, documented, then I can resolve this issue.
> calc_average_on_new_time_unit_K will have the prefix '_rcmes' to clearly identify it as an old rcmes function that will need to be cleaned up and refactored in the future.
