[ISSUE #C3] Reject an AckMessageRequest without entries instead of throwing IndexOutOfBoundsException

With enableBatchAck on, ackMessage inspects request.getEntries(0) before
any empty check, so a request that carries no entries fails with an
IndexOutOfBoundsException that surfaces to the client as an opaque
INTERNAL_SERVER_ERROR. Reject it up front with GrpcProxyException
(BAD_REQUEST), matching how the other activities validate input.
