- Fixed the refresh to happen just once

Other nits that were observed and fixed:
# On refresh after DAG completion, progress in all DAGs was not updating
# Corrected loading order of status from RM & GHS
# Start time in app details was coming 'Not Available', fixed the same
# Correct to correct tez id in app details page
# Cleanedup an unwanted console.log, statemnet
