Can we make a simplified version for the NOT_EQUAL predicate type under the existing framework?
Example:
 # one predicate on one column:
a) a != 3 YES
 # AND-ed predicates on one column:
 a) 1 <= a < 5 and a != 3 NON (refuse)
 b) 1 <= a < 5 and a != 6 YES
