Portals Wiki

The Portals Wiki is now available at http://wiki.apache.org/portals

I created an initial Front Page with links to our projects, and migrated 
the WSRP4J old wiki pages.

It's supposed to send emails to general@portals.apache.org when changes 
are made, but none of my changes seems to have generated emails.  I have 
to look into this further.

Wiki on.
