Forbidden when uploading files and connecting problem

Hi, I am now developing systems on redhat7.2 with apache/tomcat and using
WebdavResource to connect and upload files..

connecting by  ...
                    httpURL = new HttpURL(uri);
                    httpURL.setUserInfo(userName, password);
                    webdavResource = new WebdavResource(httpURL);

For upload files, I first select a file from my local PC and forms an
InputStream and use webdavResource.putMethod(String path, InputStream
is) to upload the file to the destination /slide/public which has been
set to /actions for all ('nobody'). Conceptually, it should be okay for
uploading files for any authenciated users.

I have login through 'root/root' and, however, the following error occurs
during uploading file:

HttpProcessor[8080][6], 30-Apr-2003 14:31:49, root, PUT, 403 "Forbidden",
732 ms, /public

Why it forbids the root to upload the file?

Also, I found that if I idle the system for one night without logout. I
can't login afterward, I must restart tomcat to solve the
problem. Something strange here ..
